A Web designer is a person who focuses on the design of a site. They often build the CSS and graphics for a site and are focused on how the site looks to customers.
A Web developer is more of a programmer. They often build the HTML (and sometimes CSS) for a site as well as the JavaScript, databases, and server-side programming.
